On April 29, 2025, the All-Ukrainian Scientific and Practical Conference “Trends in the Formation and Implementation of the Country’s Financial and Accounting Policy in Conditions of War and Post-War Economic Revival” was held at the Uzhhorod Trade and Economic Vocational College of the State University of Trade and Economics.
The conference was opened with a welcoming speech by the director of the college, Serhiy VOLOSCHUK, Candidate of Historical Sciences, teacher-methodologist, chairman of the organizing committee, who emphasized the importance of the development of the financial system of Ukraine, entrepreneurial activity, accounting and taxation in conditions of martial law.
The work of the conference was ensured by an organizing committee consisting of:
Valeria SMOCHKO – Candidate of Economic Sciences, Specialist of the Highest Category, Lecturer-Methodist, Head of the Cycle Commission of Financial and Accounting Disciplines of the Higher Educational Institution “Uzhgorod Trade and Economic Professional College of the State University of Trade and Economics”.
Svitlana GOLUBKA – Head of the Department of Accounting and Finance, Lecturer of Accounting Disciplines, Specialist of the Highest Category, Lecturer-Methodist.
Stepan NOSA – Lecturer of Financial and Economic Disciplines, Specialist of the Second Category.
The conference was moderated by Valeria SMOCHKO, head of the cyclical commission on financial and accounting disciplines, who emphasized the importance of holding such events, the scientific and research work of education seekers, and the need to involve employers, stakeholders, business representatives, and financial and credit institutions in such events.

Serhiy FEDINA − Manager of the Regional Branch of JSC “OTP Bank” in Uzhhorod;
Tetyana VOYAK-KARSHLYAK − Senior State Tax Inspector of the Uzhhorod State Tax Inspectorate of the Main State Tax Service in the Transcarpathian region;
Andriy KHAYNAS − Chief Accountant of LLC “Vlad”;
Khrystyna VELHOSH − Accountant, co-founder of the accounting company “Oblik”.
The conference began with a report on the topic: “Evolution of views on accounting management of foreign economic activities” by Snezhana PEREBZYAK, a college graduate with a degree in “Accounting and Taxation”, employer, chief accountant of PE GC “Druzhba”.
The conference was organized in three thematic sections:
SECTION 1. Macroeconomic challenges of today and post-war economic reconstruction: budget and tax aspects.
SECTION 2. Transformation of entrepreneurship, pricing, accounting and financial reporting in the process of digitalization and adaptation to the challenges of wartime.
SECTION 3. Financial and insurance markets, investment and banking activities in the conditions of the current turbulence of the social, economic, political and military situation.
15 students presented their reports, including students of the Higher Educational Service “UTEFK DTEU”, Higher Educational Service “Donbass Agrarian Professional College of the East Ukrainian National University named after V. Dahl”, Higher Educational Service “Burshtyn Energy Professional College of the Ivano-Frankivsk National Technical University of Oil and Gas”. The participants of the conference actively participated in the discussion of the presented reports. Many colleges of Ukraine took part by submitting abstracts (over 50). Based on the results of the materials presented at the conference, a collection will be published.
All conference participants received certificates.
